Callaway is a city on the east side of Bay County, bordered by Parker to the west and Springfield to the north. Its southern edge meets East Bay, and a series of bayous reach north from the bay into its neighborhoods: Callaway Bayou through the middle of the city, Boggy, Laird and Flamingo Bayous to the east, and Cooks Bayou along the eastern edge. Tyndall Parkway runs along the west side of the city and Highway 22 crosses the north, with Star Avenue, Berthe Avenue, Kimbrel Avenue and Boat Race Road linking the residential streets in between.

The city takes its name from Pitt Milner Callaway, who bought land on the bayou in the 1850s and surveyed and platted the town site in 1908. Three years later, neighbors built the Old Callaway One Room School House on Beulah Avenue, which also served as a church, polling place and gathering spot. The City of Callaway bought the building in 1984 for one dollar, and the Callaway Historical Society restored it in John B. Gore Park. Callaway was first incorporated in 1936.

Much of Callaway's residential development sits along East Bay and Callaway Bayou, so the water that gives many homes a dock or a bay view also brings flood risk when a hurricane pushes water into the bay or heavy rain backs up the bayous. The city takes part in the National Flood Insurance Program and FEMA's Community Rating System, and its Planning Department keeps elevation certificates for buildings in the Special Flood Hazard Area. Neighborhoods away from the water face a different set of storm risks: wind damage to roofs, siding and fences, and falling trees on houses and cars.

Commercial property is concentrated along Tyndall Parkway and Highway 22, where shopping centers, restaurants and service businesses serve residents and the Tyndall Air Force Base workforce across East Bay. New apartment and commercial projects have followed the rebuilding of the base, and many homes and storefronts in Callaway were repaired or rebuilt after a major hurricane in 2018.
